In 2021, Pro-Line Asphalt Paving of Washington, Michigan was unable to complete the work the City contracted. The remaining work to resurface Rivard Boulevard, from Jefferson Avenue to Maumee Avenue and from Kercheval Avenue to Charlevoix, is in process. Pro-Line Asphalt Paving anticipates the project to take about 8 to 10 weeks to complete. This project includes the removal and replacement of concrete curb and gutters, driveway approaches, milling off the existing asphalt surface, joint and base repairs to the existing roadway base, and the placement of a new asphalt wearing surface.
Removal of the asphalt layer of pavement has been completed (from Jefferson to Maumee) and upon review of the underlying concrete base, it has been identified that extensive deterioration exists with the underlying concrete. To provide a long-lasting road, it has been decided to completely remove the underlying concrete base and reconstruct the proposed cross section of the roadway by placing 5 inches of asphalt in 2 layers over a new 8-inch stone base. Pro-Line Asphalt will begin removing the concrete base on Monday, July 18 along with placing the new stone. With good weather, this work is expected to take one week to complete. Following stone placement, asphalt paving will take place and both layers of asphalt are expected to be installed within 1 day with road reopened to normal traffic a few hours after the completion of asphalt pavement.
In order to complete the removal of the concrete base, Rivard Boulevard (from Jefferson to Maumee) will be closed to all traffic starting at 7:00am on Monday, July 18 and all vehicles must be removed from the street and from your driveway as you will lose access to your driveway for up to a week. Residents will be required to park on adjacent side streets. Once the stone base has been installed, local traffic will be allowed to access their homes until the day of asphalt placement.
Dan K’s Landscaping has been regularly watering the newly placed sod and will complete their final watering on July 1 as the sod has now rooted. Property owners are now responsible for watering the new sod that has been placed. It has been noted there are certain areas of missing or inadequate restoration that will be addressed by the restoration subcontractor once road work is completed.
Garbage pickup, mail delivery, and parcel delivery will not be interrupted. Please continue to place garbage at the curb on your regular day for pickup.
The City of Grosse Pointe will provide weekly project status updates that will be distributed to property owners every Friday for the duration of the project. These updates will also be posted on the City’s website under the Public Services Department Capital Projects tab.
