Joseph Cella, director of the Michigan-China Economic and Security Review Group, told MIRS News that the Marshall Megasite project underscores CATL's ties to the Chinese Communist Party and raises concerns about its impact on Michigan taxpayers and workers.

According to Bridge Michigan, the Ford-CATL battery plant in Marshall, Michigan, received nearly $1.7 billion in state incentives, including direct grants and tax breaks aimed at attracting the project. A 2023 report from the U.S.-China Economic and Security Review Commission states that CATL is a major player in China’s electric vehicle battery supply chain and is described as having close connections to Chinese government authorities, including alignment with national policies. The report documents that CATL’s operations have benefited from government guidance and that company leadership participates in Chinese Communist Party activities, in line with practices among large Chinese industrial firms. These details are presented in the commission’s analysis of China’s global industrial strategies.

The Select Committee’s September 2023 letter to Ford’s CEO demanded transparency and cooperation regarding all CATL-linked contracts, citing national security and human rights concerns about the company’s CCP ties. Lawmakers asserted that American firms should not enable CCP involvement in domestic manufacturing. The letter was part of ongoing congressional oversight efforts.
